Set up a crime-fighting unit

It would appear that the order of the Black Dragon is attempting to establish a foothold on your turf. Amid all the caos, you have neglected to notice their presence thus far. You cannot afford to make such a mistake again, if you are ever to be the oyabun.

You must eliminate the threat at once, lest it spreads like cancer and kills you instead. A short meeting of the elders' councel concludes that in order to defeat the Black Dragon you must destroy its sacred temple where its followers gather and train new recruits.
